Position Overview:

This position is accountable for directing the development of construction policies to ensure uniform construction practices, interpretations, and applications leading to an effective, efficient, and economical statewide construction program. This position is responsible for the settling of contractor claims for additional compensation and ensuring effective management of the prequalification of contractors, pay estimates, and contract change authorizations.

Essential Functions

  • Ensures effective and efficient management of construction programs.
  • Ensures quality construction with consideration to specifications and policies to meet public transportation needs and state and federal requirements.
  • Ensures timely settling of contractor claims for additional reimbursement.
  • Ensures that contract additions and specification changes on work under contract are proper both legally and technically.
  • Ensures equal and fair handling of a contractor's prequalification to ensure proper competition at lettings.
  • Ensures uniform interpretation and application of construction specifications and policies.
  • Provides executive management with information and recommendations to contribute to the resolution of operating construction problems.
  • Coordinates bureau activities with other department offices and agencies to ensure efficiency and cost-effectiveness of highway construction efforts.
  • Ensures proper and effective utilization of manpower through training, motivation, and evaluation of employees.
  • Recommends improvements to specifications to ensure quality construction.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Current registration as a Licensed Professional Engineer in the state of Illinois.
  • Twelve years of experience in civil engineering including seven years supervising staff and managing engineering functions.

Preferred Qualifications

  • Comprehensive knowledge of the principles and practices of civil engineering with specialized knowledge in highway engineering improvements.
  • Comprehensive knowledge of the laws and department policies controlling the activities administered.
  • Ability to initiate, coordinate, and direct a large-scale engineering program or research and planning activities of a diverse technical nature.
  • Strong oral and/or written communication skills.
